Evaluation panels often qualify as public bodies - which are subject to FOIA's rules regarding public meetings. (In the 2001 opinion of Quality Towing, Inc. v. City of Myrtle Beach, the South Carolina Supreme Court concluded that an evaluation panel created by the Myrtle Beach's City Manager was a public body.) This course is designed to help you conduct a competitive sealed proposal, including the evaluation process, in compliance with FOIA's meeting rules. The course materials will be the 2003 FOIA Meeting Guide.
