Every aspect of the procurement process is highly regulated, and every procurement is designed to result in a contract. Spotting the legal issues involved can avoid protests, contract disputes, and disappointed program staff. The topics addressed include protests, contract disputes, contract formation, change orders, legal authority to contract, negotiations, assignments, confidentiality, selected clauses (e.g., indemnification), liquidated damages, and minor informalities.

This course is formerly known as MMO-4 and is the first course of a series of four Legal Courses. In order to receive credit for State Certification, all for courses must be attended. This course is designed for all procurement staff, but those with some experience will benefit more. The course is advanced and runs at a rather fast pace. This course will give the participant information that is critical to ensuring all procurements have a solid legal foundation and legal issues that you may face on a day to day basis.
